Tier 13 is the armor set associated with the Patch 4.3.0.

Unlike Tier 11 and Tier 12, this tier is not available for [Valor Points][1] due to the implementation of Raid Finder. Tier 13 is obtained from boss 2-6 in The Dragon Soul.
