This item drops from selected raid boss encounters as party loot. The sigils will drop in all three raid modes: Raid Finder, 10/25-player Normal, and 10/25-player Heroic. As with normal loot, it will not drop for players who are raid locked.
In Normal and Heroic modes, if it drops, every player in the raid on the quest will loot one copy of it. In Raid Finder mode, every player on the quest has a fixed chance of having a sigil immediately deposited into their inventory; it is possible that some players in the same Raid Finder group will see a sigil drop and others will not.
Until the Jan 22 hotfix, the bosses of Terrace of Endless Spring also had a chance to drop sigils:

Hotfix (2013-01-22): "Sigils of Power now only drop in Mogu'shan Vaults, and Sigils of Wisdom will only drop in Heart of Fear and Terrace of Endless Spring, with a very small chance to drop in LFR Mogu'shan Vaults. This should ensure that players who had access to Mogu'shan Vaults for a longer period of time are now seeing more Sigils of Wisdom."
