Restore Balance wants you to go and find the Shrine of Fellowship in the Jade Forest and follow in the footsteps of Chen Stormstout.
To complete this achievement, you must travel to the Shrine and find the Broken Incense Burner. Right-click on the burner to fix it, and so "follow in the footsteps of Chen" (see Trivia).

Trivia
This achievement is actually based on the Mists of Pandaria Cinematic Trailer. Apparently, after Chen fixed the incense burner, it broke again.
