This item can be fished in Uldum, Twilight Highlands, Shimmering Expanse, and Tol Barad. It is found in pools in Twilight Highlands only; in other zones, it can only be caught in open salt water. Fishing in brackish water (near fresh water outflow) will decrease the drop rate, but this will also allow you to catch 
[Lavascale Catfish].
