Commanding Shout is a warrior shout ability that increases the stamina of all nearby party and raid members by 10% and generates 20 Rage, sharing a cooldown with 
[Battle Shout]. It does not stack with your own Battle Shout, however if another warrior in your party uses Battle Shout the different shouts will stack.

Usage and Tips
Commanding Shout does not stack with other stamina buffs such as 
[Power Word: Fortitude]. The one with the longer duration will be applied. However, even if the buff is not applied, the Rage will still be generated.

Patch 5.0.4 (2012-08-28): Increases Stamina by 10% instead of a flat value scaling with level. Duration increased from 2 to 5 minutes.
Patch 4.0.1 (2010-10-12): Now increases total stamina instead of health. Generates 20 Rage instead of costing 10 Rage.
Patch 3.2.0 (2009-08-04): Radius increased to 30 yards.
